but do I have to have a special license to rent out movies or can i just buy them and rent them out someone told me that I might need to pay a licencing fee?? to rent movies is this true?? I was told I had to pay out so much a rental? if not I will be opening up one sooon I'm in ontario canada this has been the only thing stopping me

You will need to get a retail/rental licence from the OFRB in order to rent in Ontario.
Here is the info from the Ontario Government Site.
29. Video Rental/Sales
Businesses selling or renting videos directly to the public (including by vending machines) require a Film Exchange Retail Licence. Businesses distributing videos to other retailers require a Distributor's Licence. Licencing is done through the Ministry of Government Services (MGS), Theatres Branch.

The cost is $100.00 the last time I paid it. Then you are free to go.

lol.. nope. go slap the person upside the head that told you that
the only way you would have to pay a % of revenue is by going thru a company like Rentrak

No royalty. It is a once a year $100.00 fee that let's you rent or sell any movie or video you can get your hands on.
